The figures calculated are over this ten-year period and will be across the 50 states including the outlying territories and commonwealths. They include all administrative fees set by the Housing and Urban Development department in such projects. Pro-Bono attorneys will be a combination of paid and volunteer attorneys. TALM International is continuously growing and expanding its outreach and may in the future include other programs such as multi-family units, emergency assistance and other humanitarian projects. This ten-year plan will begin January 1st of each calendar year and shall end December 31st of that year. All accounting for the fiscal year shall be available for review no later than March 31st of the following fiscal year. The accounting shall give a consolidated annual performance evaluation report that shall detail not just expenses but actual expenditures to individuals and families served with each program.

TALM International just asks that the participants of these programs assist others when they are able to do so either physically, financially or spiritually.

Community Development

The primary objective of our Community Development program is the development of viable communities, principally for low to moderate income persons, through: decent housing, suitable living environment, employment, expanded economic opportunity, and education.

TALM International to this end has several projects prepared to meet this objective.

1 First Time Homebuyer Program: TALM International has in place a program that would allocate all of its first-time homebuyers of low to moderate income an opportunity to purchase a home. The debt ratio of the purchasers shall be 25/30. All purchasers must attend a financial orientation class that will be 40 hours, to assist them in making the correct financial decisions.

A first position loan will be placed on the property. The loan terms are only for the principal and no interest will be charged. A purchaser must also agree to a 20-year lien on the property, to ensure that they do not enter the program to then sell the property at a profit, hurting others from participating in the program.

2 Homeowner unit rehabilitation: This program is for the rehabilitation of residences that are in need of urgent repair and the homeowner does not have funds or insurance to repair the unit. All participants shall be low to moderate income homeowners. Repairs shall include but not be limited to complete habitability of the residence, repairs to roofs, interior and/or exterior structure, electrical, plumbing, handicap accessibility, medical necessity upgrade and other rehabilitation projects as may be deemed needed.

A lien will be placed on the property. The terms are that the homeowner must agree to a 20-year lien on the property, to ensure that they do not enter the program to then sell the property at a profit, hurting others from participating in the program.

3 Incubator programs: This program fosters the entrepreneurial spirit that has made many individuals great. In today’s society, there are less opportunity for our talented community to grow. The incubator program gives the people an opportunity to learn the process in creating a business, the financial duties that they need to adhere to, to develop their product or business, to give them a place to grow and then go out on their own. We ask that the participants attend the classes in the program and upon satisfactorily completing the course, they shall be allowed to open a store in the incubator’s retail location and independent internet site which they shall work and grow. After one year of having the store, they can continue to rent and assist other entrepreneurs or can venture out. All we ask of the participants is that they attend all classes, show that they can make a go of their projects and that they assist others, either financially, morally or physically.

4 Education: The educational aspect of this project consists of a multilayered approach. Education in today’s society has many antiquated methods of teaching and as we know, not everybody is equal and as such not everybody learns the same way. Another aspect of the education project is that it gives alternatives to those seeking more than a basic high school education.

The first section that we focus on is the actual student and the learning method. In today’s society, we use a method that has been in place for centuries. Although it has been a proven to be effective in general, many students are left out, never reaching their true potential and then venturing onto higher education. It is at these early stages that one must inject into the student the desire to learn and grow, as their bodies are growing. This part of the project will focus on educational supplements. In cooperation with local elementary, middle and high schools, TALM International shall have teachers trained in different methodologies to assist their students. These methodologies shall include neuro linguistic programing, photoreading, mind mapping, and other methods to stimulate the students mind and desire to learn.

The second section that we focus on is secondary learning. This program allows low to moderate income families to assist vocational training, universities, and post graduate schools. The program understands that not everyone is cut out to be a doctor or a lawyer, but they still seek the skills to get ahead in life. It is with this in mind that TALM International wishes for all to get those skills that they desire, from simple carpentry and plumbing to complex technical jobs in the information technology area. TALM International will be participating with local high schools to ensure those qualifying students have the opportunity to go to the technical schools to earn their degree without being saddled with student loans that they could never get because of their family’s income. For those students that wish to pursue a degree in a university in a subject matter that is proven to be financially sound with excellent work perspective shall also be assisted also. This includes post-graduate school. TALM International is a no-nonsense organization that appreciates the diversity that schools offer, but with limited resources, it is prudent to focus on careers that will benefit and not hinder the individual.

5 Job Creation: This program gives local businesses an incentive to hire low to moderate income members of the community. The program lends money to local businesses to retain these employees for a period of no less than one year, at 15% above minimum wage salary. The money that the business receives can be used to various projects on their property. It can be used to purchase new machinery or expand operations. This money may be used to promote the business or repair the premises from painting to parking lot improvements. Money may not be used for salary, inventory or past debt. The money is giving as a loan that within two years is converted to a grant and forgiven. The business shall agree to a two-year limitation in selling the business unless it is due to financial necessity, at which time TALM International shall prorate the amount given to the amount expanded on the employee.

6 Youth and Senior Program: This program gives local communities in rural areas many options to support the youths and seniors in the area. Many rural areas are lacking centers that youths and seniors can use and must travel to larger urban communities, which in studies have shown to create unwanted behavior such as criminal activity and drug usage, or being victims to violent crimes. The program will create safe spaces in their local rural community to discourage such occurrences. These activities include sports, entertainment and other activities that promote a well-rounded individual. A youth and senior center will include opportunities for interaction between old and young. The youth can learn much from their elders and in turn it gives the seniors a sense of purpose and youthfulness. The centers will also provide for after-school care for parents that work late. This program is open to all citizens in the rural community that it is located in. TALM International only asks that the participants respect and help one another. No act of violent of criminal nature will be tolerated and will banish the person from using the facilities.

Legal

TALM International is also opening several offices across the country to assist the low to moderate income community with pro-bono legal work. The pro-bono work will be in matters of immigration, family law, landlord tenant disputes, probate, non-profit assistance, housing rights, bankruptcy, consumer law and many other fields. The legal program will assist children also in their efforts to find a legal champion to fight their cause. TALM International just asks that the participants of these programs assist others when they are able to do so either physically, financially or spiritually.

To this end, TALM International has two primary projects.

7 Pro-Bono Assistance: TALM International will be opening offices across the United States to assist low to moderate income families and individuals in their legal matters. We shall assist with family law, landlord tenant disputes, probate, non-profit assistance, housing rights, bankruptcy, consumer law and many other matters free of charge. The attorneys assigned to the pro-bono cases will assist from simple paperwork to complex litigation cases. The program will pay for non-frivolous cases, such as court filing fees, depositions and other legal fees. In cases of class action suits or other litigations, TALM International asks that the participants donate a portion of their settlement to be able to assist others.

8 Pro-Bono Immigration Assistance: Another Pro-Bono assistance program will be dealing with immigration cases. This assistance will be a multi-faceted program in which attorneys will assist families and individual with deportation, asylum, family reunification, adoption, residency and citizenship. The assistance will include all filing fees associated with the forms submitted. The program does not end with the filing but sees the family or individual all the way through the process until they are safe and legal. It shall also provide temporary refuge and housing to these individuals as they work their cases through the system and become legal documented aliens.
